Valley County has been operating an E-911
System using a locally maintained E-911 database for a
number of years, but without the benefits offered by a
digital map/GIS to support their addressing program. In
September 2006, MaPS, Inc. kicked off a joint E-911
re-implementation project with Valley County to create a GIS
and revamp their E-911 System. MaPS, Inc. completed Phase 1
– Road Centerlines Mapping, which involved a comprehensive
inventory of the County’s road network, including over 2,500
miles of roads. The field data, including those roads on
Valley County’s portion of the Fort Peck Indian Reservation,
was used to create a digital basemap. The County’s Road
Supervisor assisted MaPS, Inc.’s field effort by riding
along to conduct an annual inspection and to indicate public
vs. private maintenance. MaPS, Inc. supplied the County
with a complete field data collection system (ruggedized
field computer, GPS receiver, digital camera, GPS mapping
software and GIS software) for the County to conduct Phase 2
– Structures Mapping. MaPS, Inc. trained several County
staff members on field data collection techniques and
initial GIS processing tasks and is providing final GIS
processing and integration of the County’s data. MaPS, Inc.
will also be providing training to County staff on
subsequent phases (records matching, postal coordination,
addressing notification, etc.). The County will be
providing labor and local knowledge on many of the project
tasks, to best work within their budget.
Amidst the above project tasks, MaPS, Inc. assist the County
with the updating of their E-911 databases (MSAG and ESZ)
and provided technical coordination/consulting as the County
transitioned to CenturyTel’s E-911 database network for
their ANI/ALI (moving away from their previous “local” E-911
database). The ALI data that they are receiving is based on
their existing/old addressing system – the new, more
accurate, GPS/GIS-based addressing will be deployed in early
Spring 2009.
